I had installed X3Watch (accountability software from http://x3watch.com/ ) and then uninstalled it using a mac app (either AppZapper, AppCleaner or AppDelete) and installed and have been using Covenant Eyes instead ( http://www.covenanteyes.com/ ). HOWEVER, I found that X3Watch was not truly uninstalled. I needed to download it again from the website and run the uninstaller. That resolved my issue with Safari completely. I found there was another issue for me as well.
